Apple Seeds Second Mac OS X 10.5.4 Build (Seed Notes) Jun 16, 2008 Apple Mac OS X and Mac OS X Server Spotlight Local Apple Mac OS X and Mac OS X Server contain a vulnerability that could allow a local attacker to overwrite a targeted user's files, leading to data corruption or a denial of service (DoS) condition. The vulnerability is due to the insecure use of temporary files by the Spotlight component. You probably didn't search enough places. On my Mac OS X 10.5.8 system there's a "racoon" directory in the directory /private/etc . That in turn contains five files, including racoon.conf . The executable file for racoon appears to be in /usr/sbin . I have no answer as to what made racoon run on your Mac Pro.

Cisco IPSec and OS X Mavericks: Our experience and why it Nov 01, 2013

The Racoon2 project is a joint effort which provides an implementation of key management system for IPsec. The implementation is called Racoon2, a successor of Racoon, which was developed by the KAME project. It supports IKEv1, IKEv2, and KINK protocols. It works on FreeBSD, NetBSD, Linux, and Mac OS X. Racoon2 is provided under a BSD-style license.
